Doesn’t a bill passed by Congress have to be signed into law by a President? If a President doesn’t sign a bill, doesn’t it take a two-thirds vote of both Houses to override a veto? Can’t any bill signed into law be challenged as unconstitutional at the Supreme Court? Congress can’t impose rules absent the participation of the other two branches of government.
