One would have to know State Department regulations. But the consul may have regulations that the host country must okay (relating to consuls/embassies).

But understand that a foreign embassy must not disclose secrets.

Example: Japanese attack on Pearl Harbor. US had broken the Japanese diplomatic code, and had a heads up, but did not know the target (Pearl Harbor). Conventional wisdom before December 7, 1941 was that the Japanese would attack the Philippines before Pearl Harbor...

So there are a couple of tough issues with embassies/consuls in Injun country (hostile places). One is that information is not leaked. But also that the place will not be overrun.

In the case of Pearl Harbor attack, we decoded the ciphered communication before the Japanese Embassy in DC did.

This allowed the Secretary of State to delay receiving the Japanese ambassador until the attack had been confirmed (reports were coming in to DC before the Japanese ambassador was officially received. The Japanese ambassador was late due to the decoding problems).
