C-Span 3 isn’t on tv it’s on the internet. You go to the C-Span website and get on it there for livestreaming. That’s why you didn’t find it on your tv. I'm watching the hearings on C-SPAN 3 on my television, as are many peoople. It's on comcast basic cable package. Don't know about any other provider. Check your local listings.
