No. During instruction at the beginning of the school day, not before school. I suppose the thinking is that the kids can eat while they learn.

United Teachers Los Angeles complaines that serving breakfast in the classroom, rather than before school in the cafeteria, took up too much instructional time and created messes.

There is nothing that comes from the LA school district teachers union that I beleive.
Maybe at your school its different.
