I am a retired ATC. Worked SFO Bay Approach at NCT. I have contacts.
First of all, the forced days off is only 1 day for every pay period. That is 1 day per 2 weeks.
This has a minimal impact on staffing.
There are some ATC that work on a semi part time basis (their choice) and wanted to take even more days off ref this furlough.
There are many solutions that were talked about and presented by Management that were turned down.
Bottom line.....Obama wanted delays. It is backfiring on him.

Well, duh. EVERY seasoned federal bureaucrat has spent the last couple months looking for ways to apply sequestration budget cuts in the most visible, public-inconveniencing manner possible. From their perspective, looking for ways to cut duplication, waste, and fraud would ONLY result in further reductions in their next fiscal year’s allocation. And they certainly don’t want THAT to happen. Less money means less spending, and eventually—hopefully sometime before the next ice age—fewer staff. The only way to make the monster smaller is to stop feeding it.
Obama has engineered a number of crises, holding us hostage until he gets his way.

even with sequester the FAA had more money and staff than last year and handles less traffic
