We know someone who works as a councilor for the Chicago School System. She mentioned in a small gathering how her main job was to recruit students and families on to disability, not council them on their careers or how to get into college.
She explained that disabled students (ADHD and such) are excluded from test averages for the school and those who are on financial aid, benefit the school greatly in terms of federal money.
She felt lost, and lamented about how this was not what she had signed up for (she is a good Christian woman who volunteered to work the inner city, because she thought she could make a difference).
She said she was always under pressure to get more families on public aid, and on disability.
