I think you’re referring to SHREDDED MAN. He’s the all-black-clothing man who “leaps up and runs away full speed” from the bomb cloud, wearing shredded pants/shirt.

I’ve heard nothing about him. I assume he’s on Air Force 1 sipping champagne on his flight back to Yemen/Saudi.
