Yes, although I think he was only arrested, not charged and convicted. He was let off easily, but did not have a felony conviction, so far as I have seen.....

As for his trip to Russia, it was Jan. to July 2012, I believe.

Found this on Russia Today website: "The state, which was not identified in the statement on the FBI website, filed a request concerning Tsarnaev saying that he was a follower of radical Islam and was preparing to leave the US for a particular region to join “unspecified underground groups.”

That was in 2011. the unknown state was Russia. So, if Russia suspected he was trying to join an underground group, and believed he would be leaving the US to pursue that interest, why did Russia allow him into the country in 2012? Were the Russians as unaware as the FBI of his presence in their country because his name was misspelled? Did he even make it to Russia, and did he go anywhere else while he was overseas? The FBI/CIA need to actively pursue this.
