That wasn't one of the bombers. That was an arrest in a different part of the Watertown. Many people were detained throughout the day as law enforcement was extremely nervous. Did you see the footage of the poor old guy forced to lay on the pavement for hours while the police waited for a bomb robot to become available. They thought he had an explosive vest and a dead man switch. They just weren't taking any chances that day.
