First off, I'm not sure that 'plate' is even real. I've seen a photo, but even if it is real, the photo looks like it was digitally edited. (I don't say 'photoshopped' , or shouldn't, for the same reason you don't say 'make me a Zerox' anymore)

The real problem I have with it ? Why is it in 'spanish' ?

The plate is shown in different pictures and you can order these plates online and have anything printed on them or pick on up in various stores.

I’m not sure if this has anything to do with it, and I don’t know how old the person who owns the car is, but that may be in reference to the song “Harlem Shake”. My husband pointed out to me that he didn’t like what they were saying on the song, he speaks Spanish but I don’t.
