digital encoded means each transmitter sends a subcarrier identifying who it is. We don’t hear it, but it’s there. (I have a radio background so I know about the digital encoding and subtones and how they’re used.)

Our radios had specific numbers assigned to them so if somebody’s mike was keyed, or radio alarm went off, you knew who it was, and where they were in the prison.
