Wouldn’t a tranquilizer gun work better? Knock him out, then they could go ahead and approach the boat, turn the lights on, etc.
Maybe someone can explain why they don’t use it.
Because in spite of what you see in movies, they don’t readily exist for human use.

A tranquilzer gun is not immediate. IF the perp has a bomb he would have the time to detonate it.
