There is nothing wrong with publicizing in the media photos of people whom the police would like the public to help identify, so they can be talked to.
In the Atlanta bombing, there was nothing wrong with investigators to suspect Jewel and investigate him.
What WAS wrong is for Jewel to be charged and railroaded without sufficient evidence.
It would be wrong for the government to prosecute these two guys just to mollify the public if there was insufficient evidence they did it.
But there is nothing wrong with circulating photos of people with suspicious bags at the proximity of an explosion in order that they can be identified and investigated.
