It is the other way around, towns go up around the plants. People naturally start to build closer and closer to where they work.
This is why some are worried about the Keystone XL Pipeline. Have you ever heard of the Kalamazoo River tar sands oil spill from 2010 which has cost $1 billion and still is not cleaned up? Dozens of families permanently lost their homes near the formerly lovely river.
My guess is the town grew around it.

In Pascagoula, MS there is a large fertilizer plant within eyesight of one of the largest Chevron refineries in the country. If one goes, they both go. Scary as hell. It’s all surrounded by residential areas.
Rats are working on that.
BECAUSE THEY DIDN’T HEAR YOU WHEN YOU SPOKE UP WAY BACK WHEN THE PLANT WAS BUILT AND TOWN BUILT UP AROUND IT!??
