They certainly are not spectators, if they can't be identified as known law enforcement at the scene I would find them extremely suspicious.

The BDU’s, backpacks, and ear wires SCREAM “LEO” to this observer who sees plainclothes types at the SHOT Show every year.

Years ago, on a photo assignment to cover pot busts at a concert in Milwaukee County Stadium, I quickly realised just about the only people wearing caps were cops, and I saw no cops without a cap.
