The Big Lie:

“The Social Security Administration said Monday that its investigators were unable to read either the original encrypted disk or a subsequent electronic spreadsheet provided this January. In both cases, it said the disks were destroyed.”

Yep, the disc was destroyed, but the data is on their server.

"Yep, the disc was destroyed, but the data is on their server."

Exactly. Nerd alert:

Every change in the application's data is saved for each user as a "log" of transactions or messages - into or out of the system. Databases and their log of incremental changes are backed up continuously so that the overall application and system databases can be restored to any point in time.

I've done forensic computer analysis to resolve litigation and have pioneered global networked computing architectures since the early '80's.
