Of coure one reason is people were excitedly posting reports about all the unexploded bombs, and developing elaborate theories about the nature and number of perpetrators based on the number of unexploded bombs.
So now they feel embarassed that they did all that, and it’s much easier to scream CONSPIRACY!!!! than simply admit being wrong.
The mayor is the one who talked about the other bombs, in addition he specifically cited a bomb at the JFK library. Either he is lying or incompetent, you choose.
