I’m guessing this wouls prevent setting anything off with a cell? But what if someone needs to call in an emergency?

LEO and first responders are using radio and land lines. Cell traffic is down.

You should never ever assume a cellphone or any other wireless device will work in an emergency. Sorry, laws of physics plus dependence on shared infrastructure that will quickly be overloaded, if not put out of operation one way or another.

Yeah, tough choices. If you are in the area, though, there are lots of cops, and there are still some regular wired phones in use.
