As other posters have said, if they were using cell phones, they might not have been able to get through to the other devices to set them off. They might have succeeded with the second one, but if my hypothesis is correct, decided to hightail it out of there.
I am about 10 miles from Boston right now, and I know it was swamped and calls couldn’t get connected nearly immediately, though repeated tries worked. I work with a woman who tried for about an hour, and just managed to connect with her daughter a few minutes ago who works over on Newbury street, just a couple of streets over.

Could be, but then again I doubt they'd have intended too much time between all the bombs they'd planned to set off. Looks like they'd have had plans to get them all off close together.
All is speculation now.
