You are correct, seeing the photos there were horrific injuries inflicted on those people. Horrible damage!

Whoever made that bomb knew EXACTLY how to inflict maximum damage to the human body. This was NOT a lone nut amateur! I'm no expert, but it looks like the bombs were designed to inflict near-ground level injuries, which ensures children and adults will be injured--as well as injuries to the lower extremities of runners, which is more insidious when you think about it.
The victim whose legs were shattered may have been standing fairly close to the blast.
