Yes, that is how our armed forces stopped the IEDs in Iraq, until someone spilled the beans and the bad guys switched tactics. Jammers only affect receivers, cell phone or anything else can be jammed.
I wonder if all local authorities have cellphone jamming devices.. Maybe makeshift ones? I know cellphone transmission in area are shut down.
