I do have an answer to this... The Koreans have (supposedly) demonstrated that they can get a couple hundred kilogram payload into orbit. That’s only 4% of the 4000 KG needed to cover the U.S. with an EMP event. Since the effect decreases with the square of the distance... Do the math.
In laymen terms, a horse farting on old McDonald’s farm would be about as effective. It would smell bad locally, but not much else.
