I don't think even Obama believes it will become law, he just wants the issue to hammer Republicans with in 2014. I DO think he wants a bill to make it out of the Senate though, because it's kind of hard to blame the House Republican’s for killing it if the bill never even get’s out of his own democrat Senate.

Its a great way for democrats to lose the midwest senate seats that are up.
