and yet many community colleges are curtailing or eliminating career-related courses (in fields where people can go out and earn livings) ... and instead the colleges are trying to send more and more students on to BA degrees (mostly in subjects having little or no career value).

This is explained by “the new pressure from Washington” — that is, the Obama “education” policies.

Expect even more growth in the welfare queue as these young people graduate....

They're doing it because of demand. People can't afford to pay for a four year degree but still want one, so they're going to CC for two years, transferring credits and then getting a four year university degree.
