No, the New Covenant was instituted at the Cross of Christ, or else you don't understand the gospel of the grace of the Lord Jesus Christ. We are now not under the law but under grace. (Rom 6:14).

I marvel that ye are so soon removed from him that called you into the grace of Christ unto another gospel: Which is not another; but there be some that trouble you, and would pervert the gospel of Christ. But though we, or an angel from heaven, preach any other gospel unto you than that which we have preached unto you, let him be accursed. (Gal 1:6-8).

Paul twice repeats the curse on "another gospel" that is not gospel of grace of Christ (Gal. 1:6-9).

We are no longer under the curse of the law (Gal 3:13).

Yes, but that isn't the New Covenant, that is the dispensation of grace we are now living in.

The New Covenant is a specific Covenant made to Israel for the Millennial reign of Christ.

The New Testament, the shedding of Christ's blood, is the basis for the New Covenant, but the New Testament isn't the New Covenant.
