If I were driving UPS, why would I want to keep operating in a country that fines me for what I transport?

No brainer. Go elsewhere. The world is a big place.

They are not being fined for just driving stuff around the country. They were fined for KNOWINGLY doing business with people who were shipping pharmaceuticals without proper bills of lading (which even USPS requires, and they're the big hauler in direct pharmacy to customer pharmaceutical shipments).

UPS, USPS, FEDEX and freight carriers all have a legal responsibility to conform to special standards applicable to mode of conveyance rules coming from ATA and DOT, This is just another bunch of rules coming from Food and Drug ~ little different than the mode rules, so they should be able to deal with it as well as their competitors.

I am a trained hazmat responder. UPS drills me twice a month on how to do the 22 steps on donning SCBA(oxygen tank). This is required for PPE (personal protection equipment) if needed. We have to follow the "decision tree" for any suspected chemical and hazmat damages. Sometimes there are no MSDS(material safety data sheet) papers with the parcel. Sometimes shippers try to sneak this through the system.

I am also drilled 2 times a month on the "decision tree" by management on how to contain spills or leaks. The audit team from a private company might come by twice a year and drill me.
