and murdered Marines in Lebanon, and troops
all over Iraq.

Are THOSE not acts of War already?

Any sentient government that did/does not support
those attacks and murders would agree.

Iran is also behind the Khobar Towers attack, as well as any terror act committed by Hezbollah.
