Does anyone but the military have to take this oath?

If non military employees do not have to take an oath defending the Constitution, then it is obvious why Napalitano is buying armored vehicles and billions of rounds of ammunition. Her minions are not required to defend the 2nd Amendment.
AFAIK, all Federal employees have to take this oath. I know I did, on my first day as a Fed employee.
