What he meant was: 1) that not that he has been caught at, 2) not by his hands but...he may have ordered an assassination from time to time (usually just those types that could prove he was gay or how radical he really was when he was younger), and 3) I will have the hit team pick them up off their feet so that they are not touching U.S. when they kill them....: )
