In a similar report last year, it was reported that some of the nations largest cities such as New York City and Chicago avoid making the list by not turning in data or not turning data in on time. Obviously, that does not make those unreported cities any safer.
Oh, so that's why. They cheat.

The figures may be skewed by city boundaries.
They do not reflect the metropolitan area.
I do not know about Chicago, but as an example, Atlanta is a very small town, maybe less then 500,000 in the city proper.
Cities become landlocked by suburban municipalities.
