well, they aren't the sharpest crayon in the box...Apparently they are in no hurry to deploy.
The tie downs twisted around itself in rat balls will take some time.
Also they may want to brush up on vector geometry. Having the tie downs vertical, is not a good idea.
If that beast starts rocking those small chains will not slow it down.
