I did the math with some estimates on holding some in reserve, using some for routine proficiency training of agents over the next 5 years. (based on estimates of # agents with firearms). It works out but...
As others pointed out to me, my estimate of 100 to 200 rounds per agent per month is probably very high. Sheesh. That means I'm far better trained and practiced with my firearms than they are. If the numbers others quoted me are real, then I am at least as proficient/familiar as they are. (though I do have this tendency to push left with the 9mm when shooting right handed, I think it's incurable, though less pronounced during rapid-fire drills)
The other problem with this "explanation" is that these are all hollow points. Sheesh! I train with cheap FMJ (but no more Tul Ammo!) where the JHP the DHS is buying is 3x to 4x the cost of FMJ.
Yeah, individually, if you want to strain credulity a little, you can explain away many of the moves by hussein, DHS, and others. Taken collectively though, they are very, very ominous. Will future generations criticize us for being so blind right now? I don't know, but I'm starting to worry.

Those that have explained away the ammo, and there are several here on Free Republic, have said that the ammo was for training purposes. Also, that the rounds were to be purchased over several years. Also, I saw this just a couple of days ago, that they made the purchase all at the same time to “lock in” the price at current levels.
I want to see ‘em explain away this.
