My initial assumption was that this guy resigned in disgust after the release of illegal aliens ordered by the Obama administration as part of their fake “sequestration narrative”. Many posters seem to think he is being “thrown under the bus” as a scapegoat for the release — but that would carry an admission that the release was improper — thus counter to the narrative. The article doesn’t really say. What was the guy’s actual motivation?

I wouldn't get too excited about Gary Mead's resignation. It is just more of the Washington Kabuki Theater. All designed for the Low Information Voter (LIV). My guess is, Gary Mead is close enough to retirement (or has a higher paying job lined up) and high enough on the food chain to used as a sacrificial lamb.
As Rush says, this president has managed to convince the LIV that he is not responsible for anything in Washington. Zero, Zip, Nada. I doubt it. I'm sure that's one type of fatal result (the main victim being the truth) that they heartily approve. They'd probably even make an exception for true automatic weapons if needed to give them sufficient cover(ups).
