IMO Carney was reading a statement that was carefully crafted by Barry's personal and campaign lawyers.

I don't believe for a minute that Barry called Hillary “to get an update” but rather to dictate the campaign team's talking points deflecting blame from Barry and Hillary onto the “totally unanticipated” video for which neither of them could be held responsible.

As we knew from the beginning, it was more important to deflect blame than to save lives. He had his crisis (yet another), and yet again it was only about HIM.
