So state employees sit out state elections, municipals sit out city elections, and feds can sit out the national elections. That way the people getting the bite can decide how much they are willing to be bled and government employees can vote with their feet if they feel their talents are not being adequately rewarded in a given position. It brings market forces back to government with the people deciding what services are worth. Yeah, nice dream. I know.
