A simpler answer to the question is that Obama is so stupid he doesn't realize the President is the guy who makes all those detailed sequester decisions ~ he thinks those lists of horrid events is made up in the Congress somewhere then sent over to him as orders.

I know some people don't want to think of any President being totally dissociated, but i think that conclusion fits with this guy.
