I thought these contracts for the ammo were via DHS itself. Is it someone else buying them?

These orders started as Government Purchasing RFQ's that were negotiated finally becoming long range PO's.

This ammo is being sold to the government not just some guy. The RFQ's were specific by agency and then broken down into the various rounds required. Also noted that very little of it was target ammo.
