October 28 was a Sunday, and most of all the fact that Ms. Victor (who speaks only Haitian Creole) needed language assistance at the polls. Indeed, the fact that Ms. Victor was able to cast a ballot later (with no indication of a further wait) suggests that language assistance may have been a factor in the length of her original wait.

Indeed, the fact that Ms. Victor was able to cast a ballot later (with no indication of a further wait) suggests that language assistance may have been a factor in the length of her original wait. It also seriously calls into question the value of her vote as a civic participant. How did she know who to vote for, or what the issues were? Were they explained to her on the spot? Is this the kind of low-information voter we are supposed to mold our rules around? (I'm not saying she's unintelligent, I'm saying that it's doubtful there was a lot of info for her to base her vote on in Creole. )
