You are correct. Tom Delassandrio was a ‘protected Sicilian’. Which means he was not a made guy but he and his family were under the recognized protection of the made guys. Touch Tom or his immediate family you are messing with the mob. This status is permanent and adheres to his children and their children for their lives. So this evil woman is in a sense a creature of the mob. Tom D as mayor of Baltimore, presided over an administration that was foully corrupt even by Baltimore standards. He was an evil weaselly little man whose eyes gleamed with feral malice and dark knowledge.
