How did this “General” make it so far up the ladder? Affirmative action. Right clown at the right time. They needed a token and this butt kiss just filled the bill. Hell, he even looked "clean" (VP Joe B.) when they dressed him up!
Militarily, he was nothing more than a mediocre bureaKaRAT.
