Right now you’re starting to make me doubt either your intellect or your sobriety. The point I posed is very simple. The point has been put to you four times. Right now everybody on the internet understands it and has moved on while you’re doing an impression of Rain Man.
Let me walk you through it step by step.

You were quoting Paul’s letter to the Romans.
Paul wrote the letter. God didn’t write the letter.
God didn’t tell us He ordained the authorities. Paul told the Romans God ordained the authorities.
In many Bibles, when God actually says something, it’s usually highlighted in red letters.
God was not speaking through Paul. Paul was speaking for God.
Paul was a man. Paul wasn’t God. If Jesus had appeared before Paul and said “The authorities are ordained by Me”, it would be highlighted in many Bibles in red letters because it WOULD be God speaking. Instead, it is an apostle giving his opinion, and thus the letters are all in black.
God didn’t say it. Paul did. That’s all. Fini. Done.
