You are certainly correct that the media (CBS?) is engaging in hyperbolic word twisting to come up with their statement that the Governor had previously been '...suggesting that he might consider banning the sale of guns on state property'.
Based on the transcript at the link, 'suggesting that he might' was an extreme, and obviously deceptive, extrapolation.
Lying liars inhabit the Media.
