This bill, even though it contains 330 billion in Additional Spending
Is considered a cut, because the Senate originally wanted to add
1 trillion in new spending but cut it back to 330 billion in new spending.
Therefore it is a spending cut bill.

The funny part is that Lindsey Graham came out today and said he wants
spending cuts, but just voted for a bill that has 330 new spending in it.
The Senate is lifting its leg and telling you how nice and warm this bill is.
