Maybe I’m wrong, but it seems to me it was written like this to make sure it fails. There is no way in hell a bill like this would ever pass and she knows it. My guess is they really don’t have the political capitol to spend on gun control right now and this is their way of just shutting up the antagonists... who knows
I've had that exact thought, and agree with your entire post. Even though we know FineSwine is an arrogant liberal POS, she's not entirely stupid. She has to know that not even a majority of the liberal crazies in the Senate will sign on to this, since it includes not just "assault weapons" but also handguns. None of her Senate colleagues are going to sign onto that and risk their re-election in 2014, much less the Congress, where they're even more vulnerable.
Will the GOP fight it? That is the question.

What she understands, unlike the useless gop leadership, is that when you’re negotiating you start with a very hard bargaining position and “settle” for what you really thought you’d get in the first place.
The gop, if it weren’t so useless, would counter with: “we want to repeal the gun control act of 1968.” Unfortunately though, the gop will continue to cringe, cower, and capitulate. They really are the very loyal opposition when it comes to it.
