This sounds like a job for Gabriel Barkai and his temple mount salvage operation folks. They need to be sent in to find things in the pile of debris. Otherwise it will be sent through rock crushers.
The problem is how to stop illegal digging and construction, that results in the destruction of artifacts. I have often thought that Israel needed to put troops on the Temple Mount to oversee all happenings. The WAQF vermin controlling the site now have a stated goal to erase all traces of the Hebrew heritage of the site (and all other Israeli sites). That is why they build mosques over all old sites and claim that the original sites never existed.
The WAQF is emboldened by European organizations like the University of Copenhagen that go right along with the Iconoclasm and support it in order to continue to receive Islamic Oil Funding. The same funding they receive.

We could boot the Waqf out on his ear for breaking the agreement through which he was granted control in the first place, specifically no unilateral excavations and destruction. Of course, there would be riots, another Intifada maybe. But don’t put off for tomorrow something you can put down today.
