i heard some whiner say that only 4%-5% of violent crimes are committed by the mentally ill and that's proof they aren't dangerous...

Yet when such persons are charged for their crimes, the defense is "not guilty by reason of insanity". If you cannot be held accountable for your actions at any time, then you do not have the right to roam freely among society without a legal guardian.
