Refusing to dress modestly, talking to people at an inappropriate distance are two things that come to mind.

I'm not a doctor but every dental hygienist I've ever dealt with was wearing scrubs. Do you have some reason to believe she was "refusing to dress modestly"?

the judge’s opinion and the complaint suggest she was being inappropriate in her behavior or dress. No modest woman in scrubs is “irresistible”...

but some dental assistants wear “uniforms” and those can be tight in the rear and low in the front.
