Other than weapons and hovels, have these people actually built anything recently (i.e., in the last 400 years)? I wouldn't rule out the possibility that a few rare individuals have contributed something of value to humanity in that time, but I'll be damned if I can cite you a single instance.

Its a lovely thought. Soooo lovely.
I think something more effective would be to make sure the internet is open keyed to all the repressive governments seeking to take control of the net via the UN.
Once the peeple see and better understand the west, gain some knowledge, and understand how the outside functions, their leaders will have one helluva problem.
Imagine the world of Islam understanding the culture of democracy! Just... imagine.
