Well, for one, there are more non-catholics than Catholics in this country. He is indirectly saying Catholics won’t use the power of government to force people to conform to their own belief ( unlike one President I know ).

Maybe Jindal sees his job as being the Governor for all the state’s residents, rather than just the Cathoilic ones?
Maybe Jindal sees the proper role of government generally, as being limited?
