So, if two people want to brawl in the street, and no one complains, it is quite OK with Michigan State Police? If I stage a dog fight, and no one complains in Michigan, then everything’s just fine?

Lord only knows how many times I got in fights without getting arrested. The only time I did get arrested for it was when it started with a cop standing right there. I spent the night in jail and was cited for disturbing the peace. Policed asked the "victim" if he wanted to press charges, he said no and picked me up at the jail in the morning.
